Air Travel Consumer Report

Aviation Consumer Protection Home Page Español/Spanish Organization & Functions | Air Travel Problems/Complaints | Air Travel Consumer Report | Rules & Guidelines Travel Tips & Publications | Airline Customer Service Plans | Service Cessations | Safety/Security Information Air Travel Consumer Reports for 2005 The Air Travel Consumer Report is a monthly product of the Department of Transportation's Office of Aviation Enforcement and Proceedings (OAEP). The report is designed to assist consumers with information on the quality of services provided by the airlines. This page was last updated on December 1, 2005, and the most recent data is from October 2005. The report is divided into six sections (Flight Delays, Mishandled Baggage, Oversales, Consumer Complaints, Customer Service Reports to the Transportation Security Administration, and Airline Reports of the Loss, Injury, or Death of Animals During Air Transportation). The sections that deal with flight delays, mishandled baggage and oversales are based on data collected by the Department’s Bureau of Transportation Statistics. The section that deals with consumer complaints is based on data compiled by the OAEP’s Aviation Consumer Protection Division (ACPD). The section that deals with customer service reports to the Department of Homeland Security’s Transportation Security Administration (TSA) is based on data provided by TSA. The section that deals with animal incidents during air transport is based on reports required to be submitted by airlines to the ACPD. Each section of the report is preceded by a brief explanation of how to read and understand the information provided. The report is usuallyissued during the first week of each month. Oversalesare reported quarterly rather than monthly, and oversales figuresmay be slightly older than the other data in certain months. Thereport, which contains tables of information, is best printed in"landscape" orientation. Additional air travel data can be found on the BTS website . The Two Capitals The most often traveled destinations in Russia are Moscow and St. Petersburg, the two great and very different cities. Moscow is the capital of Russia, vibrant and at the same time tranquil, an exaggerated version of everything you can get in Russia, as if conforming the quality of Russian character to push everything to extreme. St. Petersburg is a beautiful city of channels and impressive architecture, is completely untypical Russian city. Being the closest Russian city to Europe St.Petersburg expresses everything European Russia has to offer, but in a unique and a strange way mixing with old traditions. For those, who want to escape the busy life of the big cities, there are many small towns around Moscow (Sergiev Posad, Kolomna, Tver, Tula) and around St Petersburg (Petrodvorets, Pushkin, Zelenogorsk, Vyborg), which can give you the 'taste' of provincial life. The best time to visit the both cities is, perhaps, May, June, September, Januar and February. In May and June there are many things happening in both cities: carnivals, exhibitions, concerts, and other special events. Besides, people are happy that the colds and snows are gone and prepare to enjoy short four months of heat. In the end of June - beginning of July St. Petersburg becomes a really special place: there's daylight all day long. This period is called "White Nights" and is definitely worth seeing. In September , many people have just came back from the holidays and are relaxed and in a good mood. It means more parties and more people outside. Also, autumn is one of the most beautiful periods in Russia: yellowish and red trees, sunny weather, cool winds and the mood of change. People want to have as much fun as possible outside, before the colds start. January and February are good because there's much snow, and the city looks magic. Both cities are covered with snow and look very beautiful, like in a fairytale. City dwellers are sitting in clubs, sipping 'hot' drinks, talking and listening to music. To me, Moscow is the most interesting and beautiful in that period. Russian Province For the real Russian province the Golden Ring trip is the best. The Golden Ring is the name for the trip that stretches about 200 kilometers north-east of Moscow and back. The trip goes through Vladimir, Suzdal, Ivanovo, Kostroma, Yaroslavl, Rostov Veliky, Pereslavl. Each of these seven cities gives a unique perspective on Russian provincial life – laid-back and full of unusual contrasts. The land where the ancient Russia has started, home to many beautiful churches and cathedrals you won't see elsewhere. The best time to go is, generally, anytime, only that the most of the cultural events are happening in the summer, but, at the same time, winter puts a special charm on these little towns. Northern Russia Northern Russia is all traditional that Russia has to offer. Between Moscow and St.Petersburg there's the old Russian town of Novgorod , our personal favourite. This is perhaps the oldest Russian town and it has retained the most 'Russian feel'. Novgorod and Novgorod region is the place with beautiful nature, marvellous white stone architecture (the oldest cathedral in Russia - St.Sofia), friendly and helpful people. Novgorod for us is like an ideal of what it can be like in Russian province. Go there anytime of the year, especially that it's only 3 hours from St. Petersburg by train. If you want an exotic outdoor adventure with a lot of historical and cultural background , and you don't want to get too remote, try to go to beautiful Karelia land, which is located to the northeast of St. Petersburg. There's beautiful nature in Karelia: splendid northern forests (taiga), mountain lakes and rivers. Also, there's a famous Solovki monastery and Kizhi museum of wooden architecture. Besides, Karelia is rich with the history of Finn-Ugor and Slavic tribes that lived together on this land centuries before and at some places you can see prehistoric rock carvings and structures. Trans-Siberian Trip One of the famous Russia's gems and mysteries is Siberia land. Siberia is the same distance from Moscow as France, for example. But thanks to the Trans-Siberian railway it's not so inaccessible as it could be. Trans- Siberian railway stretches east from Moscow to Ural, Western Siberia (Novosibirsk), Eastern Siberia (Irkutsk and Baikal lake). Then one branch goes around Mongolia to China and is called Trans-Manchurian railway, and the other branch goes through Mongolia (Ulan-Bataar) to China. The final destination for both is Beijing. Trans-Siberian is the longest railway in the world and probably one of the most interesting and tough: imagine riding in the train for six days seeing various landscapes pass in front of your eyes... Only this way one can see the transformation from West to East (or vice versa) smoothly and feel the distance and the land. Siberia Until recently, Siberia was closed to foreigners and was hard to get into. Now it's all changed: take a train along the Trans-Siberian and hop off where you want along the way. Perhaps, it's not so easy to travel around there, and industrial Siberian cities can by no means be interesting to stay in for more than a few days, but the beautiful and legendary Baikal lake and Altai mountains make the trip there surely worthwhile. Besides, the unique landscape and remoteness of the area provide inexpensive opportunities for the kind of outdoor activities that can't be performed elsewhere. Far East The Far East is the most remote area in Russia, closer to Alaska, than to Moscow. Only a few people went to Kamchatka peninsula, but those who did, came back mesmerized. The land of volanoes, geysers, beautiful view, the ocean, the nature unfolding itself in front of one's eyes is very seducing. Kamchatka was closed for a long time for the travelers, and remoteness of the area was a great obstacle too. Now it is still a very militarized place (there's a border with the US), and the main town - Petropavlovsk - is a typical Soviet concrete and dull place, but just a just few kilometers away there's the untouched volcanoe land stretching far north. We all went through it, and we had a thousand questions in the process. One of the goals for this web site was to try and answer as many questions as possible here. The DVC bulletin board is also a great source of information (you can reach that board by selecting BOARDS from the menu bar to the left). What are the benefits of membership? How does the point system work? How do I know how many points to purchase? Can I use my points at other resorts? What if I decide not to keep it? What should I know about buying timeshares through a resale company? Still have Questions? What are the benefits of membership? There are a number of benefits to joining the DVC. First, the value of the points that you purchase will never change. The same value you receive today, will be the same value you receive in 30 years. While the cost of staying at a Disney hotel rises by 5-10% per year, this is a great hedge against inflation. Members also receive discounts at Pleasure Island and Disney Water Parks as well as 10% off merchandise at The Disney Store nationwide. DVC offers discounts for a variety of WDW restaurants, recreational programs and tours. A complete list is provided to members when they check in at their resort. Members also receive a 10% discount on Unlimited Park Hopper passes, that allow unlimited admission to all WDW Theme Parks, Water Parks, Pleasure Island and Disney Quest for every day of your stay. These passes must be purchased at a DVC resort during your stay. You also have the benefit of being able to book at your home resort up to 11 months in advance of your check out date. Your home resort is the resort at which you purchased your interest. Current DVC resorts are Old Key West (OKW), Boardwalk Villas (BWV), Vero Beach (VB), Hilton Head Island (HH), Villas at Wilderness Lodge (VWL), Beach Club Villas (BCV) and Disneys Saratoga Springs Resort & Spa is due to open in May, 2004. You can reserve up to 7 months in advance at any DVC location that is not your home resort. Membership in DVC is included with ownership at a DVC Resort. The program is currently scheduled to end on January 31, 2042- for OKW, BWV, VWL and BCV. After that date, the present resorts will revert back to Disney ownership. Ownership rights may be transferred to others in a will or by a direct sale, after consult with DVC. DVC can add additional resorts in the future which could have a different end date. This has recently occurred with Saratoga Springs Resort & Spa (SSR), where DVC will offer membership until January 31, 2054. All of the discount programs are subject to change and may be modified at any time, but the DVC resorts and their total points may not be changed. Back to top How does the point system work? When you buy into the DVC, you purchase a certain number of points per year. The current price (retail) is $89 per point, for purchases at SSR -with a 150 point minimum for initial purchase and $84 per point for add-ons at the other DVC resorts-with a 25 point minimum for DVC members. Let's say you purchased 200 points. You would be assigned a "use year" (that is the month of the year in which your points would recycle). For example, my use year is February, and I own 200 points. Every February, 200 points are available for me to use that year. When I decide to book my vacation, I choose the dates I want to visit, and the type of room that I want to stay in. That will determine how many points that visit will cost me. I also have the option of banking my points into the next use year, or borrowing points against next year for this year. Which leads to the next question... Back to top How do I know how many points to purchase? This depends on how often you plan to visit Disney World, what size accommodation you would need, and what times of the year you want to visit. The Disney Information Station maintains a DVC Point Calculator and a DVC Point Chart. I suggest that you enter in some sample information, based on what type of vacation habits you have, to find out how many points would be appropriate for you. Many ask if DVC will change the point requirement for a stay at a DVC resort. While the total number of points sold at the resort is a fixed number and cannot be changed, point needs for stays can be changed. However, if points needed for some nights (or room types) are raised, other nights (or room types) must be lowered, as the total points required to stay at the resort for the year cannot be changed. This has occurred only once, in 1996 at OKW, and is likely to happen only if necessary to keep resort utilization in balance for the benefit of DVC members. At that time some nights were raised a few points, some were lowered a few points and most were not changed at all. Back to top Can I use my points at other resorts? The DVC is part of Interval International (a large, worldwide timeshare organization). Your DVC points can be traded for accommodations at many of the Interval Internationals resorts nationwide. You can also use your points to stay at other Disney resorts, as well as the DVC locations at Vero Beach, FL and Hilton Head, SC. and a number of other vacation opportunities such as the Disney Cruise Line and special Adventure programs. Back to top What if I decide not to keep it? You are free to sell your interest in the DVC just as you would any other real estate property. Many people list their DVC properties with companies such as the Timeshare Store, Inc. The Timeshare Store is a licensed Florida real estate company that acts as the broker for the sale and purchase of timeshare interests. There are a couple of points you should keep in mind when purchasing resale. First, watch out for companies who want to charge you any up front fees. You should never pay anything until a sale is final. Second, make sure that the resale agent you are dealing with is a licensed real estate agency. This lends a great deal of credibility to that agency, and gives you direct recourse (through the state board of realtors) should anything go wrong. We recommend The Timeshare Store in Orlando, FL. Many people who have visited this site have purchased DVC through them and have had excellent experiences in doing so. Back to top Once a DVC resort is sold out, if I buy through resale, will there be problems trying to book rooms? Disney Vacation Club resorts are busy places, there is no question about that. However, if you plan far enough in advance, you should be able to get the dates you want without much of a problem. Remember, at your home resort, you can reserve up to 11 months in advance of your check out date and 7 months in advance at other DVC resorts. All members have the same benefits and restrictions regardless how they joined the DVC. There is no negative to a membership purchased through resale. Back to top Still have Questions?
