UWSA - FPPP 36 - Travel Regulations - Part III. III. AIR TRAVEL Preaudit steps for this section A. Commercial When an airline ticket is required for official UW business travel, the employee must use a contracted travel agency to book airline reservations. (Please see Travel Agencies in this section below for more information.) Reimbursement for commercial air travel shall be limited to the lowest logical fare available. The "lowest logical fare" is defined as the least costly fare that: uses a regularly scheduled commercial carrier; prohibits preference for any airline, type of aircraft and connecting airports; may require one plane transfer both departing and returning; departs from the airport nearest to the employee's headquarters location or, at the discretion of the employee, from an airport offering a fare which is more cost effective for the UW, including parking, mileage or additional overnight stays; allows for up to a four-hour leeway in scheduling which may necessitate that the employee arrive up to two hours prior to the start of his/her UW business and may require up to a two-hour wait after the planned business ending time to take advantage of lower air fares. Note: In accordance with the International Air Transportation Fair Competitive Practices Act of 1974, commercial air travel on certain grants must comply with the requirement that U.S. flag air carriers be used to the maximum extent possible when travel is between the U.S. and a foreign country or between foreign countries. The additional cost for premium class (first class or business class) travel is not reimbursable. If a situation should arise where premium class travel is the only alternative available, such travel must be cleared with the Institution Controller through the UW System Travel Office prior to booking the flight. Penalty fares are often cheaper, and their purchase is encouraged because most trips are not cancelled or changed, particularly those involving conferences. Penalties or additional costs assessed for cancellations or changes may be paid from UW-administered funds when a reasonable explanation for the change is documented in the payment voucher. It is the responsibility of the traveler to facilitate refund or credit from the travel agency or airline for any unused tickets. Employees may be held personally responsible for the cost of non-used tickets. Unusual circumstances should be justified in writing. Note: The State of Wisconsin's contract travel agencies have the capability to track unused tickets to prevent non-usage. When a more favorable price can be obtained for airfare by adding additional days to the trip, e.g., staying over a Saturday or flying on a particular day, reasonable expenses for lodging and meals for the minimum necessary additional days may be claimed if the total cost of the reduced fare, plus the additional days' expenses, are less than the lowest available airfare would have been without the additional days of travel. Reimbursement may only be granted under this provision for weekend days and holidays. The weekend for this purpose is considered to run from 4:30 p.m. on Friday to 7:01 p.m. on Sunday. Documentation of the air cost savings must be provided on the Travel Expense Report (TER). Effective October 17, 2005, a State/UW-issued purchasing card must be used for payment of official business-related airline tickets and travel agency service fees. If they so choose, employees have the option of utilizing the state-provided personal liability U.S. Bank travel card for payment. Because of significant administrative costs associated with use of the purchasing card, institutions may strongly encourage their employees to use the U.S. Bank travel card for payment of travel. As a result of electronic ticketing, the form of airline ticket may vary. When seeking reimbursement for the cost of airfare, an employee must provide the highest form of receipt issued by the airline/travel agency. In those instances where an airline ticket is reissued, previously issued documents should be attached for a complete audit trail. Claims for reimbursement of airfare must represent the net amount paid by the traveler after any applicable exchanges, discounts, change fees, etc. When airfare is paid direct by the UW and changes to the ticket are made which result in a refund, the refund must be credited or made payable to the UW. Documentation to support either claimed or direct billed airfare must include: traveler's name, destination, departure/return dates, amount of fare, routing, class of travel and purpose of trip. Regardless of the payment mechanism, airfare charges are a travel expenditure requiring proper approval by either the employee's supervisor, an approving authority (see definition, section II) or the department head. Benefits from any airline promotion, such as free tickets for frequent fliers, merchandise, etc., that accrue as a result of UW-paid travel belong to the UW and must be used for UW-related business. Benefits as a result of voluntary bumping may be retained by the employee provided the alternative travel resulting from the bumping does not involve any loss of work time or additional travel cost to the UW. An employee may not be compensated for business use of frequent flyer vouchers, vouchers for bumping, discount coupons or other instruments of value. Such discount instruments, if earned as a result of personally paid travel, should be used for subsequent personal travel. CONTRACT TRAVEL AGENCIES: The State has contracted with Adelman and Orbitz For Businesss for official, out-of-state business-related needs when airline arrangements are required. Contract details with Adelman and Orbitz are still being worked out. Until further notice, travelers should continue making airline reservations for business travel as they have done in the past. The State has also contracted with STA for student study abroad travel and Worldtek for athletic travel. B. Charter and Personal Airplane Travel Institution department heads may authorize employees to charter or rent an airplane or authorize them to use their personal airplane when such airplane use is the most efficient and economical. The State of Wisconsin has contracted with Wisconsin Air Service for charter air service. All UW institutions are required to utilize their service for charter air travel when it suits their needs. Their telephone number is (608) 246-4328. If they are unable to provide the needed service, an alternative service may be sought. Pilots who are flying aircraft on University business create a liability exposure for the University; therefore, the University requires preapproval in accordance with specific standards. For information on requirements which must be met, refer to Part 8B of the UW System Risk Management Manual or call your campus Risk Management Office or UW System Risk Management at 608/263-4381. Reimbursement rates for personal airplane business mileage shall be 38.5 per mile. The TER must include the names of the passengers transported. Reimbursement for costs directly associated with chartering, renting or use of a personal airplane shall not exceed the lowest logical commercial fare. The cost comparison should be attached to the TER. C. General Airfare discounts are generally available for groups of 8 or more persons traveling from the same origin to the same destination on the same plane (group fares) and for multiple individuals traveling from different origins to a common destination (meeting fares). Contact the contract travel agencies for details and assistance in setting up such travel. Unless it cannot be avoided, it is recommended that not more than five employees from the same business unit travel in the same aircraft. We all went through it, and we had a thousand questions in the process. One of the goals for this web site was to try and answer as many questions as possible here. The DVC bulletin board is also a great source of information (you can reach that board by selecting BOARDS from the menu bar to the left). What are the benefits of membership? How does the point system work? How do I know how many points to purchase? Can I use my points at other resorts? What if I decide not to keep it? What should I know about buying timeshares through a resale company? Still have Questions? What are the benefits of membership? There are a number of benefits to joining the DVC. First, the value of the points that you purchase will never change. The same value you receive today, will be the same value you receive in 30 years. While the cost of staying at a Disney hotel rises by 5-10% per year, this is a great hedge against inflation. Members also receive discounts at Pleasure Island and Disney Water Parks as well as 10% off merchandise at The Disney Store nationwide. DVC offers discounts for a variety of WDW restaurants, recreational programs and tours. A complete list is provided to members when they check in at their resort. Members also receive a 10% discount on Unlimited Park Hopper passes, that allow unlimited admission to all WDW Theme Parks, Water Parks, Pleasure Island and Disney Quest for every day of your stay. These passes must be purchased at a DVC resort during your stay. You also have the benefit of being able to book at your home resort up to 11 months in advance of your check out date. Your home resort is the resort at which you purchased your interest. Current DVC resorts are Old Key West (OKW), Boardwalk Villas (BWV), Vero Beach (VB), Hilton Head Island (HH), Villas at Wilderness Lodge (VWL), Beach Club Villas (BCV) and Disney’s Saratoga Springs Resort & Spa is due to open in May, 2004. You can reserve up to 7 months in advance at any DVC location that is not your home resort. Membership in DVC is included with ownership at a DVC Resort. The program is currently scheduled to end on January 31, 2042- for OKW, BWV, VWL and BCV. After that date, the present resorts will revert back to Disney ownership. Ownership rights may be transferred to others in a will or by a direct sale, after consult with DVC. DVC can add additional resorts in the future which could have a different end date. This has recently occurred with Saratoga Springs Resort & Spa (SSR), where DVC will offer membership until January 31, 2054. All of the discount programs are subject to change and may be modified at any time, but the DVC resorts and their total points may not be changed. Back to top How does the point system work? When you buy into the DVC, you purchase a certain number of points per year. The current price (retail) is $89 per point, for purchases at SSR -with a 150 point minimum for initial purchase and $84 per point for add-ons at the other DVC resorts-with a 25 point minimum for DVC members. Let's say you purchased 200 points. You would be assigned a "use year" (that is the month of the year in which your points would recycle). For example, my use year is February, and I own 200 points. Every February, 200 points are available for me to use that year. When I decide to book my vacation, I choose the dates I want to visit, and the type of room that I want to stay in. That will determine how many points that visit will cost me. I also have the option of banking my points into the next use year, or borrowing points against next year for this year. Which leads to the next question... Back to top How do I know how many points to purchase? This depends on how often you plan to visit Disney World, what size accommodation you would need, and what times of the year you want to visit. The Disney Information Station maintains a DVC Point Calculator and a DVC Point Chart. I suggest that you enter in some sample information, based on what type of vacation habits you have, to find out how many points would be appropriate for you. Many ask if DVC will change the point requirement for a stay at a DVC resort. While the total number of points sold at the resort is a fixed number and cannot be changed, point needs for stays can be changed. However, if points needed for some nights (or room types) are raised, other nights (or room types) must be lowered, as the total points required to stay at the resort for the year cannot be changed. This has occurred only once, in 1996 at OKW, and is likely to happen only if necessary to keep resort utilization in balance for the benefit of DVC members. At that time some nights were raised a few points, some were lowered a few points and most were not changed at all. Back to top Can I use my points at other resorts? The DVC is part of Interval International (a large, worldwide timeshare organization). Your DVC points can be traded for accommodations at many of the Interval Internationals resorts nationwide. You can also use your points to stay at other Disney resorts, as well as the DVC locations at Vero Beach, FL and Hilton Head, SC. and a number of other vacation opportunities such as the Disney Cruise Line and special Adventure programs. Back to top What if I decide not to keep it? You are free to sell your interest in the DVC just as you would any other real estate property. Many people list their DVC properties with companies such as the Timeshare Store, Inc. The Timeshare Store is a licensed Florida real estate company that acts as the broker for the sale and purchase of timeshare interests. There are a couple of points you should keep in mind when purchasing resale. First, watch out for companies who want to charge you any up front fees. You should never pay anything until a sale is final. Second, make sure that the resale agent you are dealing with is a licensed real estate agency. This lends a great deal of credibility to that agency, and gives you direct recourse (through the state board of realtors) should anything go wrong. We recommend The Timeshare Store in Orlando, FL. Back to top Once a DVC resort is sold out, if I buy through resale, will there be problems trying to book rooms? Disney Vacation Club resorts are busy places, there is no question about that. However, if you plan far enough in advance, you should be able to get the dates you want without much of a problem. Remember, at your home resort, you can reserve up to 11 months in advance of your check out date and 7 months in advance at other DVC resorts. Russia has plenty to offer in this respect, whether you opt for traditional Russian fare or meals representative of other CIS countries. What Not to Eat You can eat well in Russia at any budget. However, because some people get sick when they travel and eat unaccustomed food, this situation can happen in Russia also. So, because you don't want to spend time being miserable in your hotel room from a stomach problem, it's wise to be careful, just to be on the safe side. Some suggestions: Don't drink tap water. Drink only bottled water. It comes with or without gas. When you order bottled water at restaurants, make sure the waiter brings you an unsealed bottle (not an open bottle that could have been filled with tap water). Of course, if you order water with gas, you won't have this possibility. Brush your teeth with bottled water, not tap water. Avoid salad bars (vegetables washed with tap water). If you buy fruit, wash it with bottled water, not tap water. You get the picture with tap water. If you order a coffee or tea, be aware you might be drinking tap water, but it's boiled. Avoid food from sidewalk stands. Enjoy all thoroughly cooked food. I should note that I have broken all the suggestions above throughout Eastern Europe and not suffered consequences. I love going to cafes for coffee and eating ice cream from sidewalk vendors. But again, you may opt for the safest route than take a chance spending your precious visit too sick to enjoy it. Restaurants Moscow and St. Petersburg have a proliferation of well-known chains, including McDonald's, KFC, Pizza Hut, Burger King and TGI Fridays. But try to sample other food, as both Moscow and St. Petersburg can offer so much more. Check the English language newspapers such as the Moscow Times for listings of restaurants. Fodor's picks for Moscow restaurants Fodor's picks for St. Peterburg's restaurants Cuisine Russian cuisine does wonderful things with meat, cabbage, potatoes, and dough (both bread and pastry). Well-known dishes include : borsch (beet soup) pelmeni (boiled dough pockets filled with meat) beef roll (finely chopped meat and spices rolled in fine pastry) chicken kiev draniki (potato pancakes) golubtsy (cabbage rolls filled with meat and rice, covered in a tomato broth) There are many other dishes, with beef, pork, poultry and fish, as well as potato salad, pickled vegetables, mushrooms, caviar, and wonderful dark bread. Don't forget dessert: bliny, ponchiki (doughnuts), kulich (rum cake) and ice cream. Payment In top restaurants you will likely be able to pay with credit cards. At smaller cafes and restaurants, you will probably have to pay with rubles. Drinking in Russia We'll get to the vodka later but first, know that Russians love to drink tea (chai). With samovars boiling away in offices and train compartments and lots of other places too, Russians drink tea all day long. Vodka is a popular drink, and comes plain but also flavored: lemon, cranberry, herbs. It's hard to keep up with a Russian drinker so you may not want to try. Beer (pivo) is also popular. Russian brands include Tinkov pilsner , Baltika, Stepan Rizan, Nevskoye, Klinskoye, and Tolstiyak. A low-alcohol beer is called kvas. Russia also produces wine, with three million acres of vineyards. Russian wines aren't for everyone, as they can tend to have concentrated fruity flavors and some are rather sweet. While you're in Russia, you may want to try the wine of former Soviet republics, such as Moldova, Georgia and Ukraine. Popular white wines are the Anapa Riesling, Tsinandali, and Gourdzhuani. Reds are Saperavi and Mukuzani. Tipping Tipping has not yet become an expected norm in restaurants around Russia, although at better restaurants and cafes, you will find that patrons will do so. However, a normal rate has not been really established yet, so many people leave between five and ten percent, or more depending on the service. At not so fancy restaurants or cafes, you can round up the bill. Some restaurants will add service to your bill, so check first before you tip, and feel free not to tip at all if you believe the service doesn't deserve it. If there is a cloakroom where you need to leave your coat, there may be a sign telling you the amount to release your belongings. Otherwise, leave a few rubles or a dollar.
